Thank you for all your help but nothing at all labored as I nevertheless can’t do an iCloud back up. I did every thing you explained and in some cases restored from scratch and both my iPhone 13 & iPhone XR concurrently can not backup to your cloud. I also reset my modem but all the things is effective on equally iPhones just the ICloud back up n
